Capt. Akshat Arora, Senior Risk Assessor, Thomas Miller P&I Ltd

Akshat is a Master Mariner with significant sea-going experience on a variety of dry cargo ships; and over 13 years of shore-based experience managing aspects relating to maritime safety/security, quality management system, commercial operations, vetting & technical management. Prior to joining the UK P&I Club in Singapore in June 2023, he worked with an IG P&I Club in the Loss Prevention department with a particular focus on crew and cargo claims, environmental compliance, ship surveys, incident investigation and root cause analysis. In recent years, Akshat has been closely involved with issues related to seafarers’ wellbeing, cyber risk management, sustainable ship recycling, maritime decarbonisation, dry bulk and container casualty-related matters. He is an associate fellow of the Nautical Institute (AFNI), and a member of the Singapore Shipping Association (SSA) technical committee.

 

Dr. Angelica Baylon, MAAP ERO Director and PAEPI Global Chair Emeritus

Dr Angelica M.  Baylon, External Relations Director of the Maritime Academy of Asia and the Pacific, is actively involved in Research, Instruction, Productivity and Extension Services (RIPES).  She is also Chairman and President Emeritus of the Philippine Association of Extension Program Implementers (PAEPI)-Global. Professor  Baylon had collaborated with scholars spreading over global regions (the Asia Pacific and Oceania, the Americas, Europe, and Africa) for international research cooperation. With 2 PhDs and 4 Masters, all earned with honors and grats , her research interest includes Maritime Education and Training (MET), Women Empowerment, Global Competencies, Corporate Social Responsibility, Bioethics, Sustainability, Disaster Risk Management, Human Security, Global Public Health, Human Rights Education, Traditional Health Practices, Indigenous People, Renewable energy, Smart Transport System, Shipping Ports and International Logistics or SPIL,  OBE, TVET, CBETA,  K to 12, PBL, Blockchain Technology, GIS to cite a few. She is an editorial board member, paper contributor, and paper reviewer of reputable maritime journals:   International Journal of Transportation and Navigational Safety (TRANSNAV), Poland; Journal of ETA Marine Science (JEMS), Turkey; and Journal of Marine Technology and Environment (JMTE), Romania. Funded by the National Research Council of the Philippines (NRCP), she accomplished two maritime research projects in 2012 and2014 with policy implications.  On research, in additional to Philippine awards and being in the list of PHILIPPINES MEN AND WOMEN OF SCIENCE and in the  SPECIALIZED PHILIPPINE REFERENCE FOR EXPERTS AND SCIENTISTS , she is a recipient of numerous global awards like the  2011 Outstanding Asian Research Leadership Award from the International Association of Multidisciplinary Research (IAMURE)   and the lifetime 2017 Research Fellowship from the Royal Institute of Singapore, to cite a few. She is Vice-Chair of the Expert Group on Recruitment, Career Development and Job Transition (2019 to date)  for Seafarers of the Asia Pacific Economic Cooperation for Seafarers Excellence Network ( APEC-SEN), being managed  by KIMFT, South Korea as the secretariat of the Asia Pacific Economies  of the  Maritime Industry Authorities . In 2022 ,she accomplished a commissioned funded APEC SEN research entitled “COVID-19 Reaction: APEC SEN Distance Learning Platform for Seafarers’ ‘. Her publications are listed on Google scholar, Scopus Index and Web of Science.

He is a veteran Maritime Safety, Quality & Environmental Expert, Consultant, Trainer and Project Manager with a 30 year background in shipping as Technical, Marine, Safety & Training Superintendent, Consultant and Project Manager. He entered shipping as Engineering Superintendent with a leading ship manager operating a mixed fleet of bulk and oil/chemical tankers and later shifted to regulatory compliance and QHSE specialization  as superintendent and later as a Consultant, Trainer and Project Manager. Donnie Bagang, Managing Director, GREEN MARINE ENGINEERING Pte. Ltd

Donnie Bagang is a distinguished Chief Marine Engineer Unlimited with 23 years of experience in the maritime industry, both at sea and ashore. His journey in the maritime world is characterized by a profound commitment to sustainability and decarbonization. Donnie Bagang achieved a historic milestone by becoming the world’s first Chief Engineer to commercially oversee the operation of a Dual Fuelled Methanol Tanker. Over the course of his career, Donnie spent a significant 16 years navigating the seas aboard Oil and Chemical Tankers, with a notable six-year tenure as a Chief Engineer. His extensive experience at sea provided him with invaluable insights into vessel operations and maintenance, contributing to his comprehensive understanding of maritime challenges and solutions. Atty. Iris Baguilat is President of Döhle Seafront Crewing (Manila), Inc, a Founding member and Trustee, Association of Licensed Manning Agencies (ALMA) Maritime Group and also Trustee, Maritime Law Association of the Philippines (MARLAW). A seasoned lawyer who held executive positions in various companies and organizations in the Philippine Maritime sector, Iris’s proactive and transformative leadership shaped the company Döhle Seafront into an established crewing firm well-known locally and abroad. She serves as a lead consultant to agencies involved in shaping the Philippine shipping laws and stands at the forefront of the country’s efforts to answer the challenges posed by the pandemic. Yrhen Bernard Sabanal Balinis, Licensed merchant marine officer | IMO Goodwill Maritime Ambassador PH

Yrhen Bernard Sabanal Balinis is a seafarer by profession with 5+ years of experience in the maritime industry on board international sea-going ships spanning bulk carriers, general/heavy lift vessels, and oil/chemical tankers. He holds numerous advisory, ambassadorial, chairmanship and council membership positions from the Royal Institute of Navigation- Younger Members’ Group (RIN-YMG), Human Rights at Sea (HRAS), Maritime UK, CHIRP Maritime, and The Nautical Institute. He also serves as the youngest International Maritime Organization Goodwill Maritime Ambassador (IMO GMA) where he advocates #FortheYouthinMaritime believing that these new generation will be the key drivers of the maritime industry. Yrhen has been recently appointed as one of the experts in the United Nations Division for Ocean Affairs and the Law of the Sea (UNDOALOS) with expertise in maritime transport, and welfare and social status of seafarers.

 

Leo M. Bolivar, Country Manager, International Registries (Far East) Limited

Mr. Bolivar joined International Registries, Inc. and its affiliates (IRI) in August 2015 as Office Manager for the newly opened office in Manila, Philippines and was promoted to Country Head of the Philippines in 2016. Prior to joining IRI, Mr. Bolivar worked for Navis Maritime Services, Inc., where he served on the Board of Directors and most recently held the position of Senior Executive Vice President and General Manager, where he was responsible for the management of day-to-day administrative operations. Additionally, in this role he oversaw internal and external audits and assisted in the development and implementation of compliance with key corporate, legal, and regulatory requirements. Mr. Bolivar has also held the positions of Director, Corporate Treasurer and Vice President for Administration with Crossbow Outsourcing Inc, Director and Head of Administration at Ulstein Marine Services, AS, and Owner’s Representative and Consultant at Uljanik Plovidba d.d. Mr. Bolivar has also worked as an Executive Assistant to the Owner’s Representative at Stolt-Nielsen Philippines Inc. Capt. Michael Caranguian, PD Fleet (Döhle Seafront)

Captain Michael Caranguian, a seasoned mariner with over a decade of experience at the helm of container vessels, has traversed the world’s oceans, navigating the transformative golden age of the Philippine seafaring sector, which is now charting a course towards a more sustainable and greener shipping future. A native of Cagayan Valley, Captain Caranguian is also a devoted husband to his wife, Noralyn, and a father of three. He graduated from the Philippines Merchant Marine School-Manila in 1996 and has since embarked on a distinguished career in the maritime industry.

 

 

Marville Espago, Regional Manager, Philippines,  International Seafarers’​ Welfare & Assistance Network (ISWAN)

Marville Cullen Espago is a maritime professional with three years of experience as a deck officer onboard bulk carrier vessels. After graduating from the Maritime Academy of Asia and the Pacific (MAAP), Marville spent two years conducting outreach projects across Northern and Central Luzon. He and a fellow seafarer, Bobby Caceres, co-founded “PASSION Projects,” a social advocacy organization that harnesses the strength of numbers. To this day, this initiative mobilized a collective of 141 volunteers, 29 organizations and institutions, and 15 partner projects. Its impact spanned 1,028 students, 8 schools, and 7 barangays. He also holds several leadership and membership roles in AMOSUP Youth Network, ITF Young Seafarers Network, Global Union Working Group for Young Workers and New Forms of Work, and The Outstanding Maritime Students of the Philippines – Alumni Community. Other than seafaring, Marville also dabbled in education and educational technology. Seeking the merger of his passion and profession, Marville was fortunate to be the Regional Manager at ISWAN Philippines. In this capacity, he orchestrates the execution of ISWAN’s international work programs within the region – ensuring that all the services and programs of ISWAN are cascaded to the seafarers who need them most.

 

Dr.  Roxanne Garcia, Lead Physician, VIKAND

Dr. Roxanne Garcia is an experienced doctor with a demonstrated history of working in the medical practice industry. Dr. Roxanne was a general and emergency physician for 10 years before joining the maritime industry. She worked with Norwegian Cruise line as a ship doctor in 2018, and was promoted to senior doctor in 2020. In 2021, she worked with Oceania Cruises as a Senior Doctor, before joining VIKAND as a senior doctor in 2022. Dr. Roxanne is now the lead physician of VIKAND OneHealth Solution. Roxanne holds a post-graduate degree in Medicine from Our Lady of Fatima University, and a bachelor’s degree in public health from the University of the Philippines.

2O Christian Erik Garin, a local of Lucena City of Quezon Province. 2O Garin took up BS Marine Transportation at Lyceum Batangas. His latest vessel assignment is with Arcadia Ship Management Co. Ltd., the= Aegean Unity. He has been under Magsaysay for 13 years. He is seasoned seafarer for oil tanker vessel.

 

 

Arnold Javier, President, Magsaysay Maritime Corporation

Arnold B. Javier is the President of the Magsaysay Maritime Corporation (MMC). Dr. Michael U. Jimenez, NTC Psychologist/Subject Matter Expert, Norwegian Training Centre-Manilla

Michael U. Jimenez is a registered psychologist, a registered nurse, a licensed professional teacher and an organizational development post graduate diploma holder. He holds a Master in Business Administration degree from De La Salle University-Manila. Accordingly, he placed 4th in the 2017 psychologist licensure examinations. He has conducted training on the World Health Organization- Mental Health Gap Program in Department of Health Region III – an 8-module training program on mental health conditions –depression, psychosis, substance use, suicide, child and adolescent mental and behavioral disorders, dementia, epilepsy and other significant mental health complaints. He has developed and implemented the modules for the NSA Mental Health Awareness Seminar for Cadets – covering concepts on Mental Health for Seafarers and Emotional Intelligence. His interdisciplinary background and experience equipped him to conduct seminars and trainings on Mental Health, Emotional Intelligence, Child and Adolescent Psychology, Mindfulness in different organizations, corporations and academic institutions this year including GMA Network, Kidzania Manila, and the Department of Education. He is the plenary speaker for the Philippine Society for Educational Research and Evaluation last May 2019 about Mental Health. Presently, he is the Vice President of the Royal Pentagon Review Specialists, Inc., a review center established 16 years ago–that produced thousands of passers and topnotchers in board exams for psychologists, psychometricians, nurses, criminologists and teachers. As he prepares psychologists and psychometricians for the board examinations, he handles topics on psychological assessment, abnormal psychology, industrial psychology and counseling psychotherapy – integrating practice and theory to advance his advocacy on mental health awareness – conditions and interventions.

Karen Gail Ibanez, Psychologist, Mental Health Support Solutions Philippines

Karen Gail C. Ibanez has been in the practice of mental health since after getting her bachelor’s degree in Clinical Psychology from the Polytechnic University of the Philippines. She is both a licensed psychometrician and a psychologist with her practice focused more on assessment and diagnosis of mental illnesses. She started her career as an assistant psychologist in a private clinic in Mandaluyong City and worked on clinical and forensic assessments cases for 8 years. Sometime during that period, she joined University of Makati, a local government university where she is currently an Assistant Professor. She has been teaching psychology courses in the university for 8 years. Aside from being in the academe, she does consultancy for various companies and institution, helping to spread awareness about mental health. She joined Mental Health Support Solutions in 2020 and has been assisting in seafarers’ mental health together with her colleagues in the Philippines and around the world.

 

Jose Albar Kato, Vice President for Internal Affairs, FAME

Mr Jose Albar Kato is the current Vice President for Internal Affairs and former President of Filipino Association for Mariners’ Employment, Inc. (FAME). He is also a founding  & current trustee  of the Joint Manning Group (JMG) an umbrella organization of independent, well -established and long standing maritime and manning associations in the country. He currently chair the committees of FAME  and JMG on Legal and Legislative Matters.  An active industry representative to  the International  Advisory Committee on Global Maritime Affairs formed under the Department of Migrant Workers.  Mr. Kato is also the President of Albar Shipping and Trading Corporation.  A graduate in Secondary Education major in Physics, with Postgraduate degrees in Guidance and Educational Management and a  Masters in Business Administration.

Dr Christian “Didoy” Lubaton is the Medical Director for Holistic Care of Nordic Medical Clinics (Manila & Cebu, Philippines) of OSM Thome Group, serving the seafarers, shore employees, and stakeholders. Joan Gift Mandafe, Chief Officer, Zeaborn Ship Management (Cyprus) Limited

Chief Officer Joan Gift Mandafe is one of the few female officers navigating the seas. She recently worked on board Panamana vessel of Zeaborn Ship Management Limited. CO Mandafe is equipped with 8-year experience on general cargo vessels. She was born and raised in the province of Negro Occidental where turquoise waters surround the island. And she got her college degree from the prominent maritime academy, Philippine Merchant Marine Academy.

 

 

Richard Rey Permundo, 2nd Engineer, Wah Kwong Ship Management

2E Richard Rey Permundo has 12-year experience being part of Magsaysay and working onboard from bulk carrier to livestock vessels. Currently, he is with a Japanese Principal (IKE Shipping). He was born and raised in Ozamiz City in the province of Misamis Occidental. He finished his college degree at Misamis Institute of Technology.

 

 

Capt. Cyril Pineda, Hartmann Crew Philippines 

Captain Cyril Pineda has spent more than two decades sailing with Intership Navigation Co. Ltd under the UBC Fleet – Dry Bulk sector, starting as a Cadet and eventually rising to the rank of Captain. Throughout his career, Pineda has demonstrated exceptional determination and navigational skills, overcoming numerous challenges along the way. Today, he serves as one of the young captains for the Hartmann Crew Philippines, driven by a deep passion for the sea and an unwavering commitment to excellence. His outstanding dedication and leadership make him a shining example of the rewards that come from hard work and perseverance. Pineda actively participates in Maritime Education as an instructor for the Pre-Sea Programs of Intership Navigation and provides in-house training for the Hartmann Crew. Additionally, he serves as an instructor for COMPASS Training Center, offering Seafarers Basic Training according to the STCW Code. As part of the Company’s initiatives, Captain Pineda is a trained advocate for Crew Onboard Resilience and a partner for Maritime Anti-Corruption Network. Through his expertise and experience, he contributes to ensuring the well-being and safety of crew members while onboard. Allan Raymund Olano has profound experience and understanding of the maritime industry, including maritime operations and regulatory frameworks. He is a Master Mariner and a DMA-certified Safety and Health instructor and a Thomas Personal Profile Analysis (PPA) practitioner. Allan manages the Green-Jakobsen office in Manila and has been conducting courses related to maritime leadership, cultural awareness, behaviour-based safety, and mental health awareness. He is adept at using innovative learning and training methodologies and facilitating workshops, conferences, and online and face-to-face training on various soft skills like communication, team leadership, effective cross-cultural communication, and conflict management.

 

Dimitris Psarros, Business Development Manager, RISK4SEA

Dimitris joined SQE Group back in 2012 and now holds the position of Business Development Manager at RISK4SEA, an innovative SaaS platform which aims to provide Port State Control performance transparency to the market. He has more than 10 years of experience within the industry and held various commercial positions and participated in several projects with the aim to assist shipping companies to improve/maintain their safety and quality standards.

 

Vadm. Eduardo Ma R. Santos, President, Maritime Academy of Asia and the Pacific (MAAP)

VADM EDUARDO MA R SANTOS was the 23rd Chief of the Navy of the Philippines from 1996 to 1999. He started the modernization of the Philippine Fleet, with the deployment of three (3) Peacock class patrol ships purchased from the UK and production of locally manufactured Patrol Craft Fast (PCF). He also served as Vice Chief of Staff of the Armed Forces of the Philippines. From 1980-1986, he was the Manager of the premier and busiest port in the Philippines, the Port of Manila. He has commanded four combatant ships of our Navy and has held key command positions to wit: Chief of Naval Intelligence, Chief of Naval Staff and Commander Naval Forces Central Philippines. Upon retirement from public life in 1999, ADM SANTOS became the first President of the Maritime Academy of Asia and the Pacific, a position he holds up to the present. He is also the Executive Vice President of the Associated Marine Officers’ and Seamen’s Union of the Philippines (AMOSUP) – the largest Seamen’s Union in Asia. He heads many social/professional organizations in the country notably: · Chairman of 1Bataan Integrated Transport System Inc. · Chairman and President of the Bagong Bayani Foundation for OFWs, · President of the Philippine Chapter of The Nautical Institute (NI) · President of the Philippine Chapter of the Institute of Marine Engineering, Science and Technology (IMAREST). · He is also the Chairman of the Philippine Navy Board of Advisers and President of the Citizens’ Support your Navy Foundation. · In November 2019, he received the Lifetime Achievement Award from CrewConnect Global, the largest event in maritime human resources, manning, education and training. It has been held annually over the past 20 years, averaging 500 delegates-maritime experts in attendance from all over the world. · Currently, he is the Chairman and President of the Maritime League · Recently, he became a member of the CHED-MARINA’s Technical Panel for Maritime Education. Nominated by the Philippine Maritime Industry Authority ,  he is appointed as International Maritime Organization (IMO) Goodwill Ambassador. · He is also designated as Director of the International Seafarers’ Welfare and Assistance Network (ISWAN) as of March 2022. In the international scene, he is Vice Chairman of GlobalMET, Chair of the Finance Committee Chair of the International Association of Maritime Universities (IAMU) , a member of ITF’s Ships’ Automation Working Group and the 2023  Annual President of the Asia maritime Universities and Fisheries Forum or AMFUF. . He is married to Lil Santos with 2 daughters and 2 grandchildren.

For the last 16 years he has been actively supporting the Learning & Development of seafarers through simulation-based training, eLearning, crew engagement seminars, content creation projects, virtual reality and forward-looking learning management systems.

Captain Joel Tronco has been part of Magsaysay’s roster for eight (8) years. He has been working in Dorian LPG Management Corporation. As a master of the vessel, he oversees best practices to keep the crew welfare. Capt. Yu Yamada, Assistant Director- Account Management, Rightship

Capt. Yu Yamada is Assistant Director Account Management at RightShip. He joined RightShip in 2021 as the company’s first representative in Japan. The 2nd SAFETY4SEA Manila Forum took place on Tuesday 24th of October 2023 at the Luzon Ballroom of Sofitel Philippine Plaza Manila, Philippines, focusing on the various needs of seafarers and strategies to improve their working and living conditions. As Philippines is a prominent seafaring nation, the event took place right at the heart of this profession.

Opening the event, Apo Belokas, Managing Editor, SAFETY4SEA, welcomed the delegates and speakers and thanked all sponsors and supporters of the event. He also provided findings from the most recent SEAFiT survey, the results of which the panelists and attendees enthusiastically embraced. This survey included the participation of 1.6 thousand ships and 19 thousand seafarers. According to Apo Belokas, the survey findings revealed a notable neglect of physical well-being in comparison to other dimensions. Furthermore, the need for seafarers to have access to reliable internet of superior quality in order to maintain connections and interact with their loved ones on land has been expressed by an astonishing 91% of those surveyed. Additionally, the survey highlighted some significant concerns that the sector has not prioritised in terms of seafarer welfare, including pay and communication with the shore.

The following experts gave presentations on specific items as follows:

Engr. Ramon C. Hernandez, Director of Shipyards Regulation Service (SRS)/ Maritime Safety Service (MSS)- MARITIME INDUSTRY AUTHORITY (MARINA), focused on the importance of building an environment for seafarers that prioritizes their welfare and safety and fosters opportunities for them to develop their skills. Creating such an environment is not only crucial for the well-being of seafarers, but also essential for the overall efficiency and success of the maritime industry. By ensuring that seafarers are provided with proper training, support, and fair working conditions, the maritime industry can attract and retain highly skilled professionals.

Vadm. Eduardo Ma R. Santos, President, Maritime Academy of Asia and the Pacific (MAAP), focused his presentation on SafetySea, GreenSea, SmartSea, CareerSea, RiskSea, and WelfareSea, the six interconnected pillars that shape the present and future of the maritime sector in the Philippines. According to the presentation, by prioritising these pillars, the industry can foster a safe, sustainable, and prosperous maritime sector that contributes to national and global development, environmental preservation, and the well-being of maritime professionals.

Dr. Angelica Baylon, MAAP ERO Director and PAEPI Global Chair Emeritus, explained that the Philippines is a key player in the maritime industry, known for its skilled seafarers and reputation. However, the country faces challenges such as maintaining its maritime education and training institutions at the forefront of industry developments. To address these, the top priority should be to enhance curriculum and training programmes, integrate emerging technologies, and foster partnerships with industry stakeholders. Additionally, the welfare of seafarers must be prioritised, and the regulatory framework must be strengthened to comply with international standards.

Session #1 Navigating health challenges at sea: Safeguarding seafarers’ well-being 

Arnold B. Javier, President, Magsaysay Maritime Corporation, explained that, as seafarers are crucial to the maritime industry and global economy, the various mental, physical, and social challenges they are faced with while onboard should be mitigated. One way to achieve this is through collaborations among organisations, NGOs, governments, and the private sector. These collaborations can focus on improving the working conditions and welfare of seafarers, such as ensuring fair wages, adequate healthcare, and access to training and recreational opportunities. Additionally, they can also address issues related to mental health due to the social isolation that seafarers often face during long periods at sea.

Atty. Iris Baguilat, President, Döhle Seafront Crewing (Manila), Inc., highlighted that crew welfare should be treated as a key priority in the industry’s agenda. Focusing on mitigating the various challenges that the crew is faced with, the industry can develop a work force that is satisfied and ready to complete tasks without distractions due to psychological strains. Furthermore, building such a workforce is important not only for ensuring a just transition towards net zero, but also for attracting future talent.

Capt. Yu Yamada, Assistant Director – Account Management, Rightship, highlighted the importance of environmental, social, and governance (ESG) issues for the maritime industry and the need for proper implementation of safety measures, sustainability initiatives, and social responsibility practices. In that regard, the RightShip Platform offers a safety score system for vessels, along with vetting and inspection services with the aim to achieve “zero harm” and ensure the safe return of crew members to their homes.

Capt. Akshat Arora, Senior Risk Assessor, Thomas Miller P&I Ltd, highlighted the challenges faced by seafarers. As Capt. Akshat Arora explained, the past few years have been extremely challenging for seafarers. Factors such as prolonged periods away from home, increased workloads, geopolitical tensions, and the uncertainties brought about by the pandemic have an adverse impact on their mental well-being. Furthermore, Captain Arora shared insights on the initiatives where the UK Club has invested to address the social, emotional, physical, intellectual, and spiritual wellbeing of the crew.

 

Session #2: Seafarers in today’s maritime world: Nurturing vital soft skills and training 

Capt. Sundeep Sequeira, Sales Director, OneLearn Global, pointed out that developing soft skills onboard can contribute to mitigating various communication and safety challenges that the crew is faced with. Soft skills can also contribute to more effective and understanding leadership and foster an environment onboard where the crew feels accepted and part of a team. Moreover, developing strong soft skills can help crew members effectively handle stressful situations and conflicts, promoting a harmonious and efficient working environment onboard. 

Danna Raphaella Ocado, Information Systems Manager, I.M.A. ASSESSMENT AND TRAINING CENTER, INC, explained that human performance is subject to several influencing variables, with some elements carrying more significance than others. According to Danna Raphaella Ocado, the enhancement of human and safety performance necessitates a concentrated effort on team performance, which is fortified by the cultivation of psychological safety among individuals. In addition, the presentation emphasized the need to conduct ongoing performance evaluations, as well as the correlation between task reflectivity and social reflectivity.

Donnie Bagang, Managing Director, GREEN MARINE ENGINEERING Pte. Ltd, emphasized the need of training in order to provide marine personnel with the necessary knowledge and abilities to embrace cleaner technology and sustainable practices. Donnie Bagang further elaborated on the advantages of sustainable training, including improved environmental stewardship, financial savings, and a competitive advantage within the dynamic shipping industry. In addition, the presentation included an analysis of the obstacles encountered and the corresponding remedies, emphasized the need of working together, and underscored the value of making decisions based on facts.

Leo M. Bolivar, Country Manager, International Registries (Far East), gave a presentation focusing on the significance of soft skills, including effective communication, collaborative cooperation, and proficient problem-solving. The development of these abilities is of utmost importance for the achievement of success in maritime operations and the maintenance of safety on board a vessel, given the potential for rapid escalation of crises in a high-stakes setting. Soft skills such as organisational skills, time management, interpersonal communication, and emotional intelligence may be readily transferred from vessel to vessel and to second-life opportunities or careers.

Allan Raymund Olano, General Manager · Green Jakobsen Philippines, Inc., explained that human performance is influenced by many factors, but some are more important than others. Seen in a safety and beyond-compliance perspective, Green-Jakobsen can document what factors positively influence performance. Developing human and safety performance requires a focus on team performance, which is strengthened when people experience psychological safety. Furthermore, the most important human performance influencing factors were presented, as well as the importance of making performance reviews on a continuous basis, and the relation between task reflectivity and social reflectivity.

 

Session #3 Seafarers’ health: Key priorities for a proactive approach

Chris Hall, Managing Director- Hong Kong, The American Club, explained that obtaining sufficient sleep is crucial for sustaining alertness, cognitive abilities, and general welfare. Ultimately, this practice contributes to improved performance and safety while on board. As a result, it is essential to create an atmosphere that is favourable to sleep. Furthermore, it is crucial to foster a cultural environment that places a high value on sleep awareness and offers comprehensive education about the need for enough sleep.

Dr. Christian Angelo P. Lubaton, Medical Director for Holistic Care, Nordic Medical Clinic, presented a study by Nordic Medical Clinic between 2018 and 2022, with a participation of 11,831. Results revealed a significant proportion of seafarers having higher risk classifications. It also showed that higher risk classes take a longer time to be fit to work. Furthermore, older seafarers, males, married individuals, and higher-ranking positions having a higher proportion of risk class C.  Moreover, the implementation of specific health promotion and preventive strategies are needed to address health risks.

 

Session #4 The younger generation in the spotlight

In this panel, ocean going seafarers examined the merits and drawbacks associated with choosing a career at sea. They delved into the exhilarating and demanding aspects encountered while on board, as well as the well-being of individuals at sea, communication with those on land, and obstacles to social interaction while on board. In addition, the speakers provided career advice and elucidated the many aspects that make the marine sector an enticing professional domain for the younger generation.

Session #5: Anchoring resilience: Strategies for adapting to change

Jose Albar Kato, Vice President for Internal Affairs, FAME, agreed that the maritime industry needs to adjust to the evolving technology and environmental conditions and develop strategies that facilitate the crew’s adaptation to these transformations. For example, the implementation of training programs and provision of resources for crew members may facilitate the acquisition of new skills and knowledge, so empowering them will effectively traverse the dynamic nature of the sector.

Dr. Michael U. Jimenez, NTC Psychologist/Subject Matter Expert, Norwegian Training Centre-Manilla, highlighted that the prioritization of resilience is of utmost importance in the face of stresses associated with the maritime environment, including factors such as ship conditions, crew dynamics, issues relating to home life, and general well-being. Dr. Michael U. Jimenez also presented Grotberg’s conceptual framework, which consists of three key components: personal talents (referred to as “I AM”), external and industry-provided resources (referred to as “I HAVE”), and self-efficacy (referred to as “I CAN”). According to the presentation, tailored resilience-building programmes, designed to address these three elements, enable individuals to thrive in the face of stress, therefore directing the industry towards mitigating the risk of depression and anxiety.

Dr. Roxanne Garcia, Lead Physician, VIKAND, pointed out that crew health includes more than just the absence of disease. It is a holistic goal that requires active self-care for the body, mind, and spirit. There are numerous aspects to wellbeing, and treating them all at once may help enhance seafarer health. Dr. Roxanne Garcia also expressed the idea that resilience is one key component. One of the cornerstones to developing resilience, experience, and long-term wellbeing is learning to deal with adversity. As a result, true wellness for seafarers means preventing crises by addressing chronic diseases proactively.

Karen Gail Ibanez, Psychologist, Mental Health Support Solutions Philippines, explained that resilience is the ability to bounce back and recover from significant stressors experienced in life. This is a skill that must be developed in a profession that is prone to substantial stresses such as natural catastrophes, accidents, and extended periods of homesickness. Helping individuals in the sector increase their resilience will be a huge step forward, allowing them to meet future challenges with stronger and healthier adaptive abilities. Furthermore, investing in soft skills, one of which is psychological resilience, would allow seafarers to better use their technical talents.

Marville Espago, Regional Manager, Philippines, International Seafarers’​ Welfare & Assistance Network (ISWAN), underlined that the COVID-19 epidemic highlighted seafarers as key workers, and that talks on welfare measures, such as mental health, have also surfaced. Despite several attempts, ISWAN’s helpline data revealed significant increases in mental health difficulties in the aftermath of worldwide events. In fact, ISWAN helpline statistics from Q2 2023 indicated a 37% rise in mental health-related calls. Another cause of dispute is the recent drop in the Seafarers Happiness Index score from the Mission to Seafarers. Mental health, like physical health, is a shifting continuum impacted by both internal and external variables. Finally, Marville Espago emphasized that the industry should recognize that lack of mental health support a persistent problem that requires attention and assistance.
